Minutes

The meeting was called to order at 10:20am. A quorum was established – per the Association Bylaws, 21 members were needed for a quorum, 14 members had sent in their proxy forms and members representing 42 properties were in attendance. Representing the Board at the meeting were Gary Barber, Bruce Bardwell, Rick Burke, Harvey Michaels, John Price, Kim Reuse and Fred Wagner. Bruce, Debbie and Austin Reinhart were also in attendance. Steve Schulz, one of the HOA attorneys was also present.

Every year, three Directors terms expire. This year, the expiring terms belong to Bruce Bardwell, Al Browning, John Price and Kim Reuse. They have all agreed to serve another term. The ballot contained these four names and they were all unanimously re-elected. Officers will be chosen at the next Board Meeting, April 11, 2020.

Debbie Reinhart presented the 2019 Budget vs. Actual Expenses, the Balance Sheet, Profit & Loss and the 2020 Budget. She explained that the Beach and Dune Expense budget category was significantly overspent. She reminded everyone that when the board created the 2019 budget, it operated under the assumption that the HOA wasn’t going to be allowed to clean the beaches in 2019 so the Beach and Dune Expense category was significantly reduced. After the budget had been set, there was an opportunity to pay into an Extreme Seaweed Removal program with the Galveston Parks Board and then raking (first by hand and then mechanically) became allowable. Lastly, the Board wanted to remove and replace all of the mat-style walkovers. All of this combined caused this budget category to be over-spent. Debbie also reminded everyone that there was a $40/quarter increase in the maintenance fees in 2019 and there wasn’t a need to increase the fees in 2020.

After discussion about the finances, Debbie explained to the group that she had invited Roger ‘Bo’ Quiroga and Marie Robb to the meeting. They are running in the City of Galveston mayoral and council races. Debbie explained that it is becoming increasingly important to have representation at the local level that understands the needs of the west end of the island and appreciates the value of the west end. The west end generates 57% of the city’s tax base. Roger was mayor of Galveston from 1998 until 2004 and Marie was the District 6 council representative from 2012-2014. They each spoke to the property owners for about 10 minutes. At the end of their presentations, Debbie explained that it would be helpful if each homeowner in Beachside Village considered having one spouse vote in their home town races and have the other spouse vote in the local Galveston elections. Races in Galveston are won with very few total votes so your vote can be very impactful. Debbie arranged to have voter registration cards made available for owners to take with them after the meeting.

The Board of Director Report and the Developer Report were verbally reviewed to those in attendance. These reports were in the packets handed out at the meeting. Packets will be mailed to those owners who weren’t able to attend the meeting. In addition, the Minutes from the 2019 Board of Director quarterly meetings were also distributed and included in the packets to be mailed. During both Reports, there were questions/answers/comments/concerns on several topics. There was a lengthy discussion about rental regulations and a lack of compliance by some renters.

Please make note of the following dates: Quarterly Board of Director meetings at 10am on the following dates: April 11th, July 11th, and October 10th. All property owners are welcome to attend these meetings. Lastly, the annual neighborhood party will be held on June 13, 2020 from 12-3pm. Lunch will be served and all are invited – the party is held in the neighborhood at the park.
