Minutes
The meeting was called to order at 10:07am. The meeting was held at Cooper’s Landing – a new restaurant on the west end. A quorum was established – per the Association Bylaws, 26 members were needed for a quorum, 25 members had sent in their proxy forms and members representing 49 properties were in attendance. Representing the Board at the meeting were Bruce Bardwell, Al Browning, Harvey Michaels, Kim Reuse, Fred Wagner and Ben Westcott. Bruce, Debbie and Austin Reinhart were also in attendance. Steve Schulz, one of the HOA attorneys was also present.
Every year, three Director terms expire. This year, the expiring terms belong to Rick Burke, Kim Reuse and John Price. Rick Burke and Kim Reuse would like to serve another term. John Price has decided not to serve another term. In addition, Board Member Gary Barber has sold his home in Beachside Village and has resigned his position. The Board asked Debbie in January to reach out to property owners to see if there were any owners who would like to serve and 5 owners stepped up. There were 7 people on the ballot to fill 4 board positions. Both Rick Burke and Kim Reuse were re-elected and the two new Board Members are Bob Aubrey and Don Langston. Officers will be chosen at the next Board Meeting, April 16, 2022.
Marie Robb, city councilwoman for District 6 (Galveston west end) gave a report. She reported the following:
- She is up for re-election on May 7th and would appreciate the support of Beachside Village residents.
- She is working with the city, state and US Army Corps of Engineers to secure the “beneficial use of dredge” material to place on the west end beaches in an upcoming renourishment project from the 7 Mile Road to the 11 Mile Road. In the recent past, the dredge material has been used to build Babe’s Beach in front of the Seawall between 61st Street and 81st Street. Design and engineering for this project has been approved, funded and is underway.
- The city hopes to have all water meters in the city to be converted to electronic, remotely controlled meters over the next 6 months. This could be beneficial during a freeze, a storm or even for an individual owner who wants his/her water cut off remotely.
- CenterPoint continues to fortify the power grid on the west end and is installing huge power poles along Stewart Road.
- She reported that there are three new cell towers are being planned.
- Lastly, the public works department at the city of Galveston has been reorganized.
Tye Justice with Hotchkiss Insurance Agency was invited to speak about property insurance at the annual meeting. He reminded all of us that insurance is a hedge against risk and each of us has a different risk tolerance and should insure accordingly. He explained that lenders will always require both wind and flood insurance in addition to a homeowners policy but that owners without debt can choose which policies they’d like to purchase providing their homeowners policy offers that choice. There are alternates to purchasing windstorm insurance other than TWIA but there is no alternate flood insurance provider if the property is within 500 yards of the coast. He reported that there is a big change happening with flood insurance. It’s referred to as Flood 2.0. A flood insurance rate will no longer be based upon a geographical area but will be evaluated on a case-by-case basis – individual homes will be evaluated based upon construction of that particular home. This new program began in October 2021
Because there wasn’t an Annual Meeting in 2021, Debbie Reinhart presented the 2020 and 2021 Budget vs. Actual Expenses, the Balance Sheet, Profit & Loss and the 2022 Budget. She reported that there was no increase in the HOA assessment in either 2020 or 2021. There also would not be a rate increase in 2022. In both 2020 and 2021 the budgeted revenue targets were achieved. In 2020 the expense categories were under budget in total but were over for a few individual categories: beach and dune expenses due to Hurricane Laura and Tropical Storm Beta, contract labor was overbudget due to needing a new electrical panel for the pond and the expense to ‘red stripe’ Beachside Drive, the annual landscaping budget was over budget due to removing the palm trees from the greenbelts and the security budget was over budget due to hiring a new security company and the increased security due to COVID. In 2021 the overall expenses were under budget but a few categories were over budget: contract labor was over budget because the board hired a company to help control mosquitos, the annual landscape expenses were over budget due to the freeze and the sign expenses were over budget because all of the signs at the dune walkovers were replace.
Debbie introduced the 2022 budget and explained that the new lots in Section 6 were being assessed the quarterly maintenance fees which increased the revenue for the new year. There would be ongoing storm repair costs in the first quarter of 2022. Debbie also noted that there was a new budget category to address the cost of mosquito control. Lastly, Debbie pointed out that the HOA accountant prepares a management report for the revenues and expenses of the HOA. The most recent report was included in the meeting packet that was emailed to all owners prior to the annual meeting.
The Board of Director Report and the Developer Report were verbally reviewed to those in attendance. These reports were emailed to all owners prior to the annual meeting so Debbie went over a few highlights in each report. In addition, the Minutes from the 2020 & 2021 Board of Director quarterly meetings were also included in the meeting packets emailed to all of the owners.
Board of Directors Report – The Board met in January and October 2020 and in April, July and November 2021. The board meetings are always open to all owners. There have been three main areas of work over the past two years – COVID, storms and rental issues. These issues are described in depth in the annual meeting packet.
Developer Report – The Reinhart family works in four distinct areas in and around Beachside Village. The Reinhart’s assist the HOA as the property managers hired by the board to keep HOA related issues to a minimum, they assist clients either buying or selling their homes through their real estate company, Beachside Realty Company, they build custom homes through their construction company – Beachside Village Builders and they continue to develop new sections of Beachside Village through their two development companies – Kahala Development and Ohana Development.
Towards the end of the meeting, Austin introduced the Beachside Village Pool Club concept to those in attendance. He reported that this proposed project is the developer’s effort to bring a community pool to the neighborhood after years of trying to develop the commercial tract which could have included the neighborhood pool. There were many questions and comments about the project and Austin answered the questions that he could and explained that we would answer some of the questions as we worked further through the design process. He explained that much more information would be given to the board and to owners in the near future.
Please make note of the following dates: Quarterly Board of Director meetings at 10am on the following dates: April 16th, July 30th, and October 15th. All property owners are welcome to attend these meetings. Lastly, the annual neighborhood party will be held on June 11, 2022 from 12-3pm. Lunch will be served and all are invited – the party is held in the neighborhood at the park.
