Minutes

The meeting was called to order at 10:20am. A quorum was established – per the Association Bylaws, 15 members were needed for a quorum, 20 members had sent in their proxy forms and members representing 48 properties were in attendance. Representing the Board at the meeting were Bruce Bardwell, David Baze, Al Browning, Harvey Michaels, John Price and Kim Reuse. Bruce, Debbie and Austin Reinhart were also in attendance. Steve Schulz, one of the HOA attorneys was also present.

Every year, three Directors terms expire. This year, the expiring terms belong to Lilyanne McClean, Harvey Michaels and Billie Reed. Lilyanne and Billie have chosen not to serve another term and Harvey Michaels will remain. Gary Barber and Fred Wagner have volunteered to serve. The ballot contained these three names and they were all unanimously re-elected. These Directors will serve with the 7 whose terms have not expired and they are Bruce Bardwell, David Baze, Al Browning, Rick Burke, John Price, Kimberly Reuse and Mark Stevenson. Officers will be chosen at the next Board Meeting, April 13, 2019

Debbie Reinhart presented the 2018 Budget vs. Actual Expenses, the Balance Sheet, Profit & Loss and the 2019 Budget. She reminded everyone that there hadn’t been an increase in the HOA fees for 5 years and that this year the fees would increase $40/quarter. The Board intends to increase the amount of security in the neighborhood during holiday and summer weekends and to add even more coverage for Lone Star Rally in November. In addition the Board wants increased landscaping as a priority.

At this point in the meeting, Debbie introduced Len Waterworth, COL (R) to give the group and update on the status of the Coastal Spine Storm Suppression project, often referred to as the ‘Ike Dike’. Len works side-by-side with Dr. William Merrill at Texas A&M on this project. Len reported that the project is totally under the control of the US Army Corps of Engineers and that the Corps submitted their initial proposal for the project late last year. The general public had time to comment about the proposal during an extended comment period and the Corps heard quite a bit of negative feedback about the placement of the barrier. Len explained that it will be a couple more years before we get the next proposal from the USACE and he believes the Corps listened to the feedback and will respond in a positive way. Debbie told the group that she would notify the property owners when the Corps produced its revised proposal and will ask all owners to comment to the Corps if necessary.

The Board of Director Report and the Developer Report were given to those in attendance. These reports are a part of the Minutes for your review. In addition, the Minutes from the 2018 Board of Director quarterly meetings were also distributed. During both Reports, there were questions/answers/comments/concerns on several topics. There were complaints about the lack of maintenance on one home in particular, there was a discussion about rental regulations and a lack of compliance by some renters, one owner asked for a list of all of the rental properties and there was a report of a car driving around the locked gate on the west side of the neighborhood.

Please make note of the following dates: Quarterly Board of Director meetings will take place at The Wine Next Door (next to Rudy & Paco’s) at 10am on the following dates: April 13th, July 13th, and October 26th. All property owners are welcome to attend these meetings. Lastly, the annual neighborhood party will be held on June 15, 2019 from 12-32pm. Lunch will be served and all are invited – the party is held in the neighborhood at the park.
