Minutes
The meeting was held at Moody Gardens Hotel, Viewfinders’ Terrace Room at 10 AM. Board Members present were Ben Westcott, Harvey Michaels, Don Langston, Bob Aubrey, Fred Wagner, Kim Reuse, Al Browning, and Bruce Bardwell.
The meeting was called to order by Ben Westcott, and all board members introduced themselves. Austin Reinhart and attorney, Chris Archambault, were also introduced. There was a quorum of members present. Fred questioned whether sufficient notice was given re: the 89 new lots being able to vote, and Chris explained that they waived any objection to not receiving a timely notice. Those running for the board who were present introduced themselves and were given 3-5 minutes to speak. Ballots were turned over to Chris who went to another room to tally them.
The 2022 financials were reviewed and Fred suggested there should be notes on the memo line of checks. Ben will discuss with Debbie. Harvey explained the dune fund replenishment will receive surplus money from the budget.
The Board of Directors’ Report was discussed with the following high points:
- Opinion letter from Weston Ray regarding the 89 new lots was previously sent to all members.
- Beachside Village has a new web site (beachsidevillagehoa.com) and all are encouraged to look at it.
- The Board implemented new builder rules in an effort to address problems homeowners’ were having.
- The Pattern Book has been updated, and all are urged to read it.
- The Board continues to work on Owner rules.
- The information relating to settlement with the developer was covered previously and homeowners’ can ask for a copy of it.
- Raising the viewing platform at the dune walkover is being done to comply with GLO/City of Galveston and will be done as soon as possible.
- The Board implemented a formal bid policy for work over $50,000 as well as for the search for a new Property Manager.
- Austin reported that we are working toward getting permission to extend the Geo tube.
- The Board approved a by law change that requires that lot ownership is required for board membership.
- The board is committed to more transparency and better communication with the neighborhood and will form committees to include homeowners to work on various issues.
- Austin reported that as much as possible, construction access for section 9 will come off 8 Mile Road and any excessive dust created on homes will be taken care of by the developer.
- The new section will not affect 2023 assessments but probably will for 2024. There will also be revenue from this section.
- Splash Day will be June 24.
Homeowners were recognized with questions, comments and suggestions, many of which will need to be studied and answered at a later date. One question was regarding the pool and Austin said a survey will go out to homeowners.
Election results were announced and new Board members are David Barish, Austin Reinhart, and Harvey Michaels.
Don moved to adjourn and Al seconded. Meeting adjourned.
