Minutes
The meeting was called to order at 10:09. The meeting was held at The Wine Next Door. In attendance were Bruce Bardwell, David Baze, Rick Burke, Harvey Michaels, John Price, Mark Stevenson and Kim Reuse. Also in attendance were Bruce, Debbie and Austin Reinhart. Steve Schulz, the HOA attorney was also in attendance and will be at future board meetings to offer assistance. Several property owners also attended: Gary Barber, Gary Hill and Scott Bassett. There was a quorum.
The Board reviewed the minutes from the November meeting. Rick Burke moved to approve the minutes and David Baze seconded the motion. The minutes were approved. The financial statements for the 4th quarter and the 2019 budget were also reviewed. John Price moved to approve the financial statements and 2019 budget and Harvey Michaels seconded the motion. The financials and budget were approved. The following balances were reported for the period ending December 31, 2018:

Old Business:
The Reinhart’s reported that they are continuing to have conversations about a partnership to design and build the future retail center at the entrance to Beachside Village. The initial design was too expensive so the project will be down sized a bit and re-bid. The preliminary concept is to develop this site with some amount of retail space, a condominium project and a neighborhood pool.
Debbie continues to monitor the meetings at the Parks Board that concern beach cleaning. The vendor that was allowed to clean our beaches since 2012 lost the ability to do so at the end of 2018. There is no one to replace him at this time. The Parks Board had been working with another vendor during the last half of 2018 and he will prepare a proposal for all of the west end neighborhoods to clean the beaches on a much less often basis.
New Business:
Debbie reported that most if the items on the list prepared from the last board meeting had been achieved: the City continues to work on the drainage ditches, the Town Architect audits will begin soon, the entry key pad has been lit, more security has been scheduled. The new priorities for the 2019 year will be the added security and additional landscaping. The budgets for both of these items have been increased.
Debbie reported that she has heard that one of the builders (not named in this report) has told people that attend his open houses that he has the only available property in the neighborhood. This hurts every other property owner who has their property for sale. Debbie suggested and the board agreed that if an owner or Realtor holds an open house in the neighborhood, we would have the security guard man the gatehouse and hand out a list of available properties and then direct the person to the open house. We will also limit the open houses to Saturday and Sunday from 1-3pm and disallow directional signs.
General Discussion:
It was reported that some houses are still being built higher than allowed. Bruce suggested that we require builders to get a piling survey showing where the stringers should be placed. Debbie will work with Steve Schulz and Jim Hill to make this change, the open house change and the maintenance change to the Beachside Village Pattern Book.
